I actually never had problems with Intel cooler looks. I did like the stock coolers for Extreme Edition series that had vapor chamber in the core where regular ones only had aluminium or copper core. And they were damn effective because of it. This new one i slike "meh". It's same neutral cooler, but now in black. Not impressed and not hating it either. Would blend in better with black motherboards we have now so I kinda understand why Intel would go with black...

Intel do NOT require system builders to stick to a power limit, unlike AMD. This is also not considered an overclock, which AMD do if you fiddle with PPT limit as the nearest equivalent parameter. System builders are encouraged to allow as much power delivery as they can handle. The goal being to allow higher bursty performance. If you have an 80W rated cooler fitted, you can set a long term power limit of 80W. Short term power limit can exceed that. I've seen BCLK be set to 103 and even 104 on recent 300 series boards. It's not rare at all. Not to mention that's the smallest offense and pushes power envelopes notably.

As for the cooler - the 80W rating is at max fan speed of I think 5000 RPM. I trust you know what the Intel stock cooler sounds at that speed :D

BCLK isn't the cause of that, upping that is done to help make the product look better. What pushes the power up is configuring default high PL2 and not setting a time limit and applying boost multipler to all cores (MCE). These make power much higher, not a tiny bump to BCLK.
