To me it looks like you just sorted by highest price and picked whatever was there first. That case can't even fit the 12 corsair fans to my knowledge and the 3990x isn't that great for gaming.

If he needs 28TB of storage, don't bother with an external drive, he definitely doesn't need $1250 speakers, or $6000 headphones, or a $1000 keyboard, or a $500 mouse.

 

This looks very much like a fantasy build that's everything most expensive.

It's probably better to use noctua nh-u14/nh-d15 other than those water cooler, also if what you said budget is out of the way then choose the 970 pro/evo 

Lastly i don't really know what you planning on it other than what you listed but those dual 3090 is probably doesn't make sense for what are they plan to use

Not something i'd buy.

 

The Segotep (who the heck is that? yikes) is listed as Tier B • Recommended for midrange systems

 

Personally, I wouldn't buy either because I believe my system is worth more than a $50 PSU. If its between those two, I guess that Segotep is rated better. Well, at least its rated here on the forum.
