Is my psu enough for my new gpu?

that's consumption, with transients it's much closer,

 

but still better since the PSU is A-tier or B-tier and has headroom if you forget about transients:

I recently won a bid on a 2080 ti and bought it. I wanted to know if my EVGA SuperNOVA 550 G3 will be enough. I plan to not overclock. I'm upgrading from a gtx 1080.

It depends on the rest of the system. What is your CPU?

The 2080Ti draws 250w during full load so 550w might be cutting it a bit close.

8700k, okay,

 

well, it's going to be pretty close, 8700k is 95W TDP processor, 2080Ti is:

Suggested 600W for a reason, modern CPUs draw above 100W on Intel more often, but you might be fine with yours.

 

Also transient spikes from GPU make it spike very close to PSU's rated wattage if you add the CPU.

 

It will handle it, especially if the PSU isn't ancient, but I wouldn't stress the PC with this config, it's pretty close.

It'll work, but PSU would be your next upgrade. 
I will say that the 8700k is still a heck of a chip. I have a 3080ti/8700k with an 850W PSU and it puts out 4k60 on most games
