Presumably for architectural limitations, just like the 970 has a slower chunk. This time they may have decided to just turn that memory off since there is so much available, or maybe the problem is of a different nature. The key is probably in the ROP count - from the titan x we can see there is 1gb of memory for every 8 ROPs, and the 1080ti has 88 ROPs. 8 of the titan x' 96 were probably turned off, presumably because of lower silicon yelds. Bear in mind these come from the same wafers as the titan x dies, they probably decided to sell the lower quality chips for less in the 1080ti.

Its a higher clocked titan that is only slightly nerfed in a couple aspects while being better in others so compare the 1080 and a titan xp in synthetics if you want to know the actual difference within a % or two

Here's the overall summary:

 

-Supposedly faster than the Titan XP as it possesses the same amount of CUDA cores but has slightly higher boost (1.6GHz) and memory clocks.

-11GB of 11Gbps of GDDR5X memory. 352-bit memory bus.

-250W TDP.

-11.5 TFLOPS of FP32 performance.

-Absence of DVI port.

-Priced at $699.

-Founder's Edition will cost the same as AIB MSRP.

-Available March 5th - which is next week!

-GTX 1080 price drop - $499 for AIB cards, $549 for FE cards.

-GTX 1070 price drop - $399 for FE cards, no confirmation on AIB cards.

-NVIDIA to sell "overclocked" variants of GTX 1060 (6GB?) and GTX 1080 8GB

 

So everybody and their dog was expecting the GTX 1080Ti to finally drop, and after months of rumours and teasing, we finally got the damn card. From the get go, one interesting move here is NVIDIA's decision to give the card 11GB of video memory which triggers my OCD immensely; from the looks of it, it appears to be 11GB of fast memory and 1GB of slow memory in order to avoid another 3.5GB GTX 970 "scandal". It's pretty apparent that NVIDIA has intentionally done this to position it below the Titan XP's 12GB of VRAM.

 

It was no surprise that it would immediately break the hearts of Titan XP owners as NVIDIA has continuously done for the past 4 or so years, but instead of giving a full-fat GP102 GPU or a further cut down one, they've gone a different route and simply bumped up the clockspeeds; technically making the GTX 1080Ti (like the GTX 780Ti) faster than its Titan variant. And to make Titan XP owners even more depressed, there appears to be no tangible reason to get the Titan XP over the GTX 1080Ti unless you need the extra 1GB of VRAM as compute power seems to be more powerful with the GTX 1080Ti. That's rough.

 

There's also no DVI port, which allows for better airflow supposedly. Although this may vary with AIB cards.

 

As for pricing, this is surprising. Many speculated somewhere between $799-$1000. No, NVIDIA has in fact announced it at a somewhat humble $699 and dropped the prices of its other two cards down. Could this be in preparation for AMD's Vega? Time will tell.

 

Also, in an unprecedented move, NVIDIA is planning to sell special "overclocked" GTX 1060s and GTX 1080s. Prices are currently unknown but I'm not exactly sure what to think of it... I honestly don't think it will be popular. Perhaps to people who are too scared or too uninformed about overclocking (although why would they be?), it might be appealing. Who knows.

 

Anyway, it's launching March 5th which is only next week. With that price tag, it's definitely going to sell like hot cakes and with no sign of AMD's Vega (seriously, that Capsaican and Cream presentation was disappointing), it only consolidates NVIDIA's hold onto the GPU market. Personally, not buying one. Holding out for Volta myself.

Im definitely interested in the overclocked 1060's and 1080's. The pressure is now on AMD's new GPU line, if they can do better than the 1080ti they will be in for mega bank. The ryzen didnt disappoint so lets hope Vega (or whatever it is called) doesnt either. I also suspect some potential price drops on the 1080, 1070, and 1060 in prep for Vega, that would be great!

The point is, they paid $1200 for a card that is on the same level as a $600-700 card. So they over payed massively. The value will drop of the Titan XP's to near 1080ti's because nobody will want to pay $500 more for a card that has 1gb more vram.

So I think it comes down to what the bottleneck in the workload for the gpu is and in the case of the 980ti and possibly the 1080ti the number of rops is more than necessary for gaming tasks while having tangible benefit in things like render software accelerated graphics units, or other professional tasks

 

But keep in mind this is mostly educated guessing on my part not a definitive answer
