Peripherals turning on and off constantly after factory reset

So i just factory reset my pc, now all my peripherals (monitors, keyboard, mouse, mic) keep turning off and on, the monitor shows welcome one time and the next time not, then it shows welcome again, anyone know how to fix?

Seem like it didn't work. Got anything important on the PC? If not try a clean install

You can run media creation tool to make a bootable USB drive and reinstall windows.

I just realized that after it says welcome it says restarting, anything change with this? Also i dont have a usb but i do have a sd card and sd card reader
