So my cpu is stuck at 0.53 speed.I already reset my Cpu multiple times but it didnt help

So how did you test this? Try HWinfo64 and (choose show sensors only, when launching the program) and run cinebench r23. Check what speed you are getting in hwinfo64.

I just did and it stayed the same and the benchmark gave me 558 points
