I have the phanteks p360A which comes with 2 case fans in the front is it safe to keep the fans as is or get another case fans and put it in the back.

I'd definitely get a fan for the rear exhaust.  You want a hair dryer type wind tunnel setup.

 

Cool are in, flowing thru the case, heating up while cooling down the components, and then out.

It is probably fine to leave as is unless you plan to do some major overclocking. Your CPU and GPU should have their own fans, so just make sure if you use a non-stock cooler that your CPU fan blows air towards the rear of the case and not the front.

No, but your CPU that goes into the MOBO should, and your graphics card (if you can find one) should have some as well. The positive pressure of having two intakes should be enough to keep the air moving over your parts and keep them cool. If you got more fans, I would recommend adding 1 more to the front in intake, 1 to the top and 1 to the back both running as exhaust.

I've never seen motherboards come with case fans...only chipset fans and VRM fans that are only designed to cool components on the motherboard, NOT for airflow inside the case. 

 

What @RegulatorRWFis saying that fans come installed on the graphics card with its own heatsink and for the CPU, it could have been provided with the stock cooler or with an aftermarket cooler. 

 

Overall, you can add another case fan to the front and one in the rear for airflow.

Nah. You're pretty rock bottom as it is. I mean they're mostly good components, you've just already got the budget ones. You can get rid of the extra fan. That case comes with at least two, I think.

 

If you had to cut more, you can kill the HDD. You'll be limited on game storage, but you can always work around that (delete and redownload later, etc). It would be something you'd still probably get later, but that could be enough to get you under budget for now.

Got any specs or anything you're aiming for? That would help quite a lot with tailoring the budget around your needs. Additionally, I've always been on a strict budget when it came to PC purchases, so 90% of my purchases came from second hand market, but I would not suggest for you to attempt building your first build by purchasing used parts, as that could result in some bitter disappointments.

 

With how messed up the market is right now, you pretty much have to tailor your entire rig around a graphics card, then make your way down the list. I'd say Graphics card and CPU and RAM are the most important parts right now. The rest can be kind of sacrificed in terms of features and you can upgrade them down the road.

how is the 10400f a sacrifice? A 10400F + 3200MHZ RAM (thanks b560) performs identically to the 3600, while being cheaper.
