To be honest im not really sure what you mean.
But you CANNOT make you own OS without coding.

When i ask for more specs, don't expect me to know the answer!

You can't make something as powerful as an OS without delving into programming.

You can't.

Making an operating system (even if it uses a pre-existing kernel like Linux based) requires a ton of coding.

There is no Wordpress/SquareSpace/etc. equivalent for OS creating.

he meant something like Creating & cuztomization like changing the icon, menu, and animation like booting. which not available. you need to change perspective how OS were built. and is not simply that way.

  Spec: Macbook Air 2017

Just out of curiosity why would you like to make an operating software in the first place?

Well, one could take e.g. Ubuntu and spin one's own distro based on it. Kind of depends on whether you define Ubuntu as an OS or GNU/Linux as the OS and Ubuntu as just a distribution of it.

If that was what OP meant, then downloading Ubuntu and using the Gnome tweak tool will allow for customization

But it's nowhere near "making an operating system"

I WILL find your ITX build thread, and I WILL recommend the SIlverstone Sugo SG13B

Primary PC:

Draws 400 watts under max load, for reference.

true. he is kinda somewhere below tweaking vs making OS. he tought it was simple tho. for op is not possible to build OS without Coding

Quick question, have you written an interrupt routine?

Just a joke, no offense intended.

You don't need to code for that. Linux for example supports all of that out of the box. Linux = total control.

Pay someone else to do it.

Assuming Wolfycapt is correct, what operating system are you referring to, and what changes do you want to make?

If he's not and you're literally trying to make your own OS, then I think the first question you need to answer for us is what are you trying to do that the existing Operating Systems are failing to work the way you need them?  And perhaps more importantly, do you think it's possible to modify an existing OS to accomplish the task you need.

In case you don't realize it, there are waaaaaaaaaaaaaaaaaaaaaaaaaaayyyyyyyyyyyyyyyyyyyy more people who know how to mod an existing Operating System, than who know how to create one from scratch.  That means you have a far better chance of finding someone who can help you mod an OS, and of being successful at it.  Not to mention it's probably far less work.

If we consider an "operating system" to be the kernel and a collection of software that supports it, then you could actually build your own operating system. You'd start by taking the Linux kernel and build on top of it with whatever system software and userland apps you want.

Heck I'm pretty sure this is the philosophy behind Gentoo.
