When I have hardware acceleration enabled on discord or chrome video playback starts to stutter after a bit when it is not the focused or primary appliucation. For example with discord if I have a friends stream up while playing a game it will start to stutter when discord isn't focused. chrome essentially acts the same way, the only fix I've found is to turn off hardware acceleration, but the issue with that is it offloads that work to my cpu instead.

Well, it's going to be a pain but I'm wondering if the easier and most direct thing to do might be to just reinstall Windows now if you haven't already. Any number of things could be interfering, and we could go hunting for them, but I have a feeling that'll get very complicated very quickly.

 

Let me know if you think that's something you'd be willing to do, and then if it makes any difference. If you'd rather go another route, we'll see what we can come up with.

It is a fresh installation of windows which is only about a month old at this point. I could try reinstalling again if necessary.
