The fat metal piece you see on the CPU on top with the Ryzen logo isn't the part that actually contains the transistors within the CPU itself. The part that contains the transistors themselves is much smaller and under the IHS (Internal Heat Spreader, it's the name of that far metal piece with the CPU logo on it). The part that contains the transistors is known as the die. TIM stands for Thermal Interface Material, so really an thermal compound counts as TIM, but usually when people refer to TIM they're referring to the thermal compound between the CPU did and the IHS. Back in the day, most CPUs used some sort of solder as the TIM, but when you use smaller dies after many heating and cooling cycles the solder can get cracked and end up damaging the die, which is why all consumer Intel CPUs these days use normal thermal paste as their TIM. Sometimes, like in the 3770k and 4770k, the TIM Intel used was pretty much crap and very inconsistent, so many people would take the IHS off and replace the TIM with better thermal paste or liquid metal TIM. With larger dies though if you use solder it doesn't damage the die as easily (I don't really know the physics behind this but I know it's true) and so on all of Intel's LGA 2011 CPUs they use solder for the TIM. That's also why if you look at the IHS they have a little hole there; it's to allow air that's expanding to have somewhere to escape instead of having pressure build inside the IHS. AMD also used solder for the TIM in its fx CPUs. So basically we're hoping AMD uses solder for the TIM, since it's a lot better than alternatives, though it'd be good if they used high quality thermal paste unlike the stuff used in the 3770k, 4770k, and now it looks like the stuff in the 7700k isn't that great either.

 

EDIT: I also forgot to mention what the IHS serves to do . It's main functions are to a) spread out the pressure applied to the CPU by the cooler in order to prevent the CPU from bending and b) to prevent the die from potentially getting scratched or cracked due to too much force.

Why do they still put the pins on the chip? Doesn't that make it more prone to having bent pins?

trust me , its 100 times easyer to fix em on the cpu than on the motherboard

Yes I have fixed a previous CPU of mine by bending the pins back in place; but should the pin come completely loose, you're out of luck.

The motherboard is usually cheaper to replace as well as less prone to pin bending.
