Porn, violent videos and extreme emotional content all have their effects on developing brains.  By developing brains we are talking about the average person upto about 12-14.  Whether you like it or not this is a fact and something you can't escape.   As someone who has worked in early education I can assure you that there is both a wealth of research and literature on the subject and there is a real difference between kids who have been allowed to watch adult content and those who haven't.  Sometimes its so prominent you can pick it.

I mean, most ISP's in the UK have age restriction settings build in under "Parental controls". Specifically with Virgin Media I'm with, they built in a multi-layer P.C for ease of mind for parents.

but even if the UK government force it on people, the ISPs would still need to implement it anyway unless they are going to go to every single porn site and get them to add something when it notices UK IPs, if that's the case what about VPNs? that would make the entire thing pointless

Install a torrent client find porn torrents.

Watch hentai on anime watching websites. 

And instead of creating a "porn pass" just use a drivers licence that has your age on it, as they all do. Make a simple verification software that you put in your DL and it determines if you are of age or not based on dl record. 

The problem being again too easy to get around, the gov would have to make the software with access to a database of ONLY DL's and bdays, unless they want to anger the privacy sensitive public, and it could store no data. Also what sites would get this? Would twitter tumblr reddit and facebook be blocked? They can all contain porn

@mr moose I was thinking, couldn't they use a key generation algorithm based on, say, your id card's serial code and blacklist all underaged codes? That way you could generate your own key without leaving your home and without being given a key card that could be found. They could make it one time only so even if a child gets a hold of your id they can't reuse the same code.

Even that's a good idea.  So long as it can't be tracked back to something identifiable.  The whole idea is that the end user is not telling anyone (government,isp or even the website owner) who they are.
