Problem is, not even the Tech Trio (Google, Apple, Microsoft) have absolute control of their devices as they may be modified or jailbroken to run unsigned applications that use strong encryption anyway. Nothing stopping an anonymous developer from creating an AES-256 protected chat system or boot loader with full disk encryption, then throwing that app on a few forums for the masses.

 

Unless Feinstein wants to EMP the country (I'd hardly put it past her), enforcing this law is technically unfeasible.

Governments are meant to be adapting and creating new laws to help regulate and make the internet a safer place. That means using people who've grown up around the internet so they can input their understanding into the laws. What they shouldn't be doing is using old farts that're probably older than the universe and want a return to the 19th century.
