As of now?

I have 12GB of RAM and it's idling around 43%, which would translate to about 5.1GB.

Thank goodness I upgraded from 4 to 12. My bloody laptop used to slow down like a potato when I tried to run Minecraft & Discord at the same time. Now, it runs with ease.

idle as in freshly startup before launching any applications or just normal idle?

 

fresh startup: 3.8-4.3gb-ish

idle: 8.8gb

You need more RAM ,sir.  Your last line means it's most likely overflowing to the disk at times.

I have a planned upgrade to 32GB of RAM, though I do have 8GB of my Optane stick dedicated to a cache.

As much as it  needs to.

Windows will use the free ram to cache files and various things... it's a good thing for ram to be actually used.

The only bad thing is when an application needs ram and no ram can be made available... which is rare (and you have page file / swap so data can be pushed down to storage to make room in ram for the new application's demands)

No not at all. I don't use anything like that.. I just install what I need, I control what runs at startup.. If I let everything go I would probably be in the 3GB zone. If I bump my ram to 32GB it seems to use a little extra for caching, though I am not certain on that..
