With no context, neither is worse nor better. 

 

 

As there will be a limiting factor. You will have to provide more context.

 

Also the term "bottleneck" is kinda missused a lot

 

Edit: as in that a bottleneck is an issue by itself. Which it isnt, there might be issues that can be traced to limitations of the hardware.

My GPU is definitely the limiting factor when playing VR games.

It can also limit my fps when playing BeamNG.drive, but as that is a heavy simulator, lowering graphical settings stops making a difference after a certain point and I still can't get stable 60fps because the single core performance of my locked CPU is not good enough.

 

A high core count CPU can bottleneck a high end GPU if you use a high refresh rate monitor, but if you run tasks in the background while gaming then you can run out of cores on a more gaming focused CPU.

You can experience bottlenecks even on a perfectly balanced setup if it doesn't fit your use case.

I mean... technically you have 1 or the other... If your GPU is at 100% usage but CPU not.. then you are GPU bottlenecked technically, and vice versa.. 100% cpu usage and not GPU.. then you are CPU bottlenecked... 

 

Best is to be GPU bottlenecked.
