@unclewebb has helped me out with the power limits stuff and it made a huge difference with my rig. I don't know if yours will be as massive as mine but it's worth trying

It stops boosting if there's no workload put on it. Allowing it to boost indefinitely doesn't mean that it will, it's just allowed to.

The product they made didn't live thru the warranty, it's on them to replace it. The no stock for 2000 series cards is fine, replace it with a current gen card of equal performance/price 

The 2070 super is more than enough for those games. Same res and I played Siege on a 2070 super with no issues at all. It always stayed over 144fps on high/very high settings with a i7 9700f. 
 
Rocket league runs good on a potato, from what I've seen valorant isn't that demanding either.
 
The real question is what is the 2070 super gonna cost you?

This is sad.  They know damn well it will sell, people can't get cards. The funny thing is people probably won't be able to get this card either due to no stock. 
 
Siege 1080p bench courtesy of tech Jesus,  it's a $400 with tax 5700xt  performance wise if you can even get it at MSRP. Who knows what the companies will actually sell these for

It seems useless, yes. But at this point, people will buy any card they can get even if it's a cut-down 5700XT at twice the price it should be.
