I usually tend to get higher midrange stuff form the last generation and tweak a little. That way a spend way less but get mostly the same performance. GFX Card sometimes excluded, GTX 760 to 960 wasn't that much of a jump, but 1060... whoa...

I'd say predominantly "FPS per dollar", but I don't mind spending a little extra to get a bit better components.  Albeit, I went a little more high-end than usual with my Ryzen 1800x build.

High end or nothing. On the other hand, i want FPS per dollar on the High end or nothing segment. Which is why if i could i wouldnt get a Titan X (Pascal) or Titan Xp, knowing the 1080 Ti will outperform both with a moderate overclock on an FE edition or just an aftermarket solution with moderate overclock that can be taken even further if water cooled or really well fit with copper heatpipes and sleek and efficient fans.
