Ryzen5 3600/2600 is generally better for future (and for multi tasking and rendering) since it has 6 more treads, put if you already have the motherboard for 9th gen intel do as @WikiForce said, and buy i5 9400f.

I Use my knowledge as business owner and self taught technician aswell as an AI to help people. AI might be controversial but it actually works pretty well 90% of the time.

Agree 90%; the 9600k is on sale for 199 right now, and might be worth the premium for overclocking. Presuming you have a decent Z390/updated Z370.

Personally wouldn't even consider any i3s;

 

I stupidly got my son an 8350k in 2017 thinking it was a deal as essentially a $160 7600k....but it's already too limitrf for many titles where stutters are apparent.

 

Even the slower 1600 is more playable in many games

Yeah, I agree with that. Another $40-50 can buy a much better six core CPU so that’s what I’d do if I were building on a lower budget.

There is no actual 'budget' Intel CPU worth buying that isn't slow as molasses.

The only one close to what would be considered budget is a 9600k, which is about $200, so that's what you're looking for.  But it's 6 cores without hyperthreading.  Those missing 6 logical threads may be needed in the future.  If the 8700k wasn't still being price gouged, you could stick that in your motherboard and be fine.  But the 8700k and 9700k are both being sold at high prices.

I actually ordered one to replace my son's 8350k which I'm going to slap into a cheap H310 for my daughter's new PC. (4570 mobo kicked the bucket)

I have to ask why you want to consider intel 9th gen cpu?

If its because you already have

you already own a motherboard for it then its worth building it.

 

otherwise you need to consider ryzen as its a far better deal right now.
