Most source engine games have a dedicated server option.
The two biggest source games (besides DOTA2) would be IMO Counter-Strike: GO and Garry's Mod
 
Both are multiplayer and you can host a dedicated server. With Garry's Mod, they do now allow you to host a game and have people join straight through Steam, too. So you can make a multiplayer game and invite using steam rather than hosting a server and distributing the IP.

You can find a bunch more games with dedicated servers if you go to the tools section in your steam library.
Hover over library, then select tools and look for dedicated server.
 
Also, when you say "decentralized multiplayer" I'm assuming you mean not using official dedicated servers. By that logic, a bunch of steam games support P2P multiplayer (peer to peer, kind of like LAN but through Steam. You host a world and invite friends with steam)

If the CPU is running at 90+% all the time and the gpu is below 80%, yeah that's a cpu bottleneck.

what resolution are you running? You CPU is pretty good but definitely can't keep up with a 2080 Ti all the time.

If you are lucky at 1080p 120hz might show up, but usually it's just some marketing thing for interpolation of films that usually looks bad anyways.

You really don't need the 2080ti, I would wait and see what the "big navi" GPU offers or if it lowers the price of a 2080 super
 
Probably just toss in an R5 3600 or R7 3700X then overclock your memory.

If you feel you want to change your CPU, you can but don't need to in order to move up in resolution. Resolution is far more dependent on the GPU.
 
A 2080/2080s would be fine for 1440p. I doubt you're going to hit 144fps all the time even with a beast card in high graphic games. You'll easily hit that in a game like csgo, but not a game like GTA V.
 
I'd suggest changing motherboard if you change CPU because X370 is okay, and an X570 board is just built to handle Zen 2 if you pick it up.

Hey all,
My two year old EVGA 650 GQ has some serious ripple going on. It's causing my GPU to coil whine and will sometimes even transfer the whine into my headphones. Since any RMA would leave me without my computer (I have a laptop, but otherwise that's it), I am forced to buy another power supply with less ripple.

So which PSUs have the least amount of ripple? I was looking at the Seasonic Focus Plus Gold line, but was wondering if anyone else had any suggestions.

You are 100% sure the CPU (e.g. R5-2600) is still working, and no way damaged?
What I'm saying is, you could have a section of the CPU that is dead/damaged (e.g. memory controller, or 1 or 2 cores, etc).
 
Did you try with just ONE stick of RAM?
 
The ASUS B450-F StriX doesn't have a debug code readout, but *DOES* have Q-LEDs (and debug LED for CPU, RAM, GPU, Boot device).
Does it show you where the POST gets stuck on?
