5400 are painfully slow...

Upgrade gpu first. The cpus hold up suprisingly well and you would have to get a new mb, ram as well as a cpu if you go that rout. 

why though, you might be able to have a command line program (bat file) to do it though

You can enable FXAA in NVIDIA Control Panel
or
use DSR

the thing is that the game should not use more cpu just because it's running in a virtual machine.
 
virtual machines DO have a little cpu overhead but it's not like emulation where the CPU has to do a lot of heavy work to convert code between different system architectures in real time. 
 
so if the game uses 100% cpu, it would do so even without a VM

in fact, you can't have most of the signed CDs and vinyl records i have as a download AT ALL
 
and nothing beats going to a concert and buying the CD right on the spot if you liked the band (along with talking to the band in person.)
 
you see ... i NEED optical drives to stay unless amazon and everyone else (including small ass bands) start including a lossless download with every physical album you purchase.

A dead GPU sounds the most likely here. Put in the R9 270 and try that. If it works, great.
 
Also try your 780Ti in an other PCIe slot, even without looking it up I know the Maximum VI should have another. Just to rule out that theory.
 
Edit: reseating is also always a good thing to try.

why? for the same reason people install a flashlight app on their phone that needs permission to access the internet ...

i could be wrong on this but AFAIK the "built in H.264 encoder" only encodes the video captured by the card itself.
that means the computer will recieve a H.264 stream from the card and IF no further processing is required (like when you just want to record the video as is) the CPU does not need to do much. 
 
but when you want to stream games on twitch or record lets plays you probably want to add a facecam and overlays using the streaming software of your choice (obs, xsplit, etc) - then the video coming from the capture card needs to be decoded, processed and re-encoded, probably to a different resolution and bitrate and to my knowledge, the capture card does not help with that. 

totally worth it.
 
even a lowly i3 3220 can benefit from a 1050ti

If you do get it  just be aware that you are limiting yourself to a very old socket making it hard for future upgrades. You might also have problems getting a good cheap LGA1136 board.
