What happened here? (possible tech gore)

I currently live in Japan and this store's name will not be disclosed. While looking for some water cooling parts I came across a couple of PC that looks like this. Now the question is what could have caused this? My major question is what causes the tubing to have white flakes all over the bend, are those gunks / residue or was the quality of the tubing not up to par causing corrosion over time.

That's the result of overheating the tubes and/or bending too quickly and stressing the tubing out.
