    Why not go for the latest CPU generation? i7-10700k (basically i9-9900k) costs the same (360 euros in my country at least) and has additional 8 threads.
    230 euros will also be plenty to find you a good Z490 motherboard, check this video for recommendations:
     
    Also don't forget you can buy Windows 10 Pro OEM (means it will be tied to your motherboard) keys for 5$ off ebay.
    Other than that, seems fine, maybe try to find 3200MHz C16 (or better) RAM? Seems to be a tad better than 3000MHz C15 from what I've found in google.
    Choose the same parts in https://pcpartpicker.com/ to see if there are any incompatibilities.

    Latvian myself. Bought LG 27GL850 2 days ago from RD Electronics for 459 euros (they increased the price to 500 now, demand must be high). Love it both in terms of picture quality and game responsiveness. Doesn't come color-calibrated that well from the start though, so you would have to play with the settings or find a separate color calibrator to borrow.
     
    EDIT: Checked out SolarNova's recommendation and VG27AQ does seem like it could be a better choice if you can find it for the same price or cheaper. I checked it out on salidzini (for non Latvians, it's a price comparing website across all stores here) and only dateks seems like a good store to get it from (but in case of bad panel lottery, you'd want to RMA it and trying to do it with these internet stores could give you a bad headache, maybe dateks is okay though, I do not know). RDVeikals offers you to return it no questions asked within the first two weeks so I chose them.
     
    EDIT V2: If you don't care about ergonomics / have a vesa mount, you could look at VX2758-2KP-MHD which costs 352 euros @ RDVeikals, also a great monitor.

    Isn't the point of getting both monitors rather than reading reviews & recommendations on each one before buying is that you can answer that question yourself?

    There are a few others that support their phones for two years, such as HTC and I believe Samsung. But on time and 100% guaranteed is mainly just Google.
     
    What you can always do though is flash a custom ROM.

    Hello, I've been studying in university since september 2016 and had to get a laptop for myself that I could use on daily basis since the university is located in a different city.
    At that time, my thinking was I need 15.6 inch screen and nothing else matters, because I couldn't imagine myself working on anything smaller but well...times change.
    I have found it's pretty uncomfortable to carry around somewhat big laptop with me at all times. It's HP ProBook 650 G1 if anyone's wondering.
    I am looking for portability, light weight and decent specs.
     
    So I would be really thankful if someone could recommend a 12 or 13 inch laptop with 1080p resolution that has at least i5 cpu, preferably 8GB of RAM or at least the option to ugprade it from 4GB to 8GB down the road. SSD is not necessary, I can buy one later.
    My budget is 600$.
     
    I had my eyes on lenovo thinkpad x250 (love their estethics) but the 1080p models cost quite the buck.

    I highly doubt you will be able to achieve better fps other than lowering the resolution and turning graphical settings to the lowest possible.

    Hey there OP, these issues are hard to pinpoint. but i have had similar performance issues where in some games my fps has eather gradualy decreased over time (from when i started the game) to unplayable fps. this fixed itself after countless months with updates to different components. and ive gone trough countless tests to what might have caused it. 
    i do however have a few suggestions: What Operating system do you use, IF Windows 10. try to see if going backwards in OS works. there are still many cases where the OS
    is at fault.
    do a test of your ram with memtest86 to rule oute borked ram.
    check if your system: gpu/cpu are down throtteling due to termal issues.
    check if ALL your drivers are up to date, Or at there most stabile version.
    reset all OC's to standard clocks, but turn everything in Nvidia Control panel to performance, and power settings of cpu to 100% to rule out cpu bottleneck.
    there are alot more things to test. but these would be some of the easyest. 

    id wait a few days/weeks and see if new drivers resolve it. if nothing helps, Rma the card and see if the next one works. best of luck!

    He said he made a typo and meant to say he is thinking about getting a GTX 980 Ti not a GTX 980.
    In that case it's not too bad of a deal. It just kinda sucks that for the same money you should be able to get a GTX 1070.
    If you have the patience then wait until the price for 1070 stabilizes.
     
    I can get Gigabye G1/EVGA GTX 1070 in my country for 500 euros and cheapest GTX 980 Ti is 455 euros. I am trying to get a used 980 Ti for 400 euros or else I won't buy one because as I said previously it sucks to pay the same amount of money for an older card when you can buy a newer one. So I would wait if I was you.

    I personally don't overclock my cpu due quite high temps with hyper 212 evo but the speed is still awesome and performance is noticable between this i7 and i5 4690k

    Full DX12 support is a odd topic as both companies have features that are technically not supported by the other. But in all actuality the 390 fully supports DX12. Along with most modern cards. Pascal and Polaris both offer full support.

    What I know objectively about the driver debate are the issues I personally have and also those that have been reported by the press.
     
    AMD (Fury and older cards like 2x7970)
    - The Pro Duo shows significant microstutter, indeed pcper.com keeps showing microstutter with crossfire for years now, it comes and it goes but its a persistent issue which they do not see with SLI.
    - Personally I have issues with anything openGL based, that is Minecraft has performance problems as does Doom. Had this problem since the card was bought and hasn't been fixed.
    - I have a blacking out problem on the displayport connection, it just periodically blacks out for a few frames and comes back, been there since the Fury card was bought and hasn't been fixed
    - I have issues with the GPU ramping down its clock speed in some games causing significant performance problems, looks like the age old power management issues that drove me mental with the 5970 and the 7970 so this one is older than GCN as a problem that hasn't been properly fixed.
    - With the 7970's I had 28 severe problems in all including microstutter and power issues, none of which were fixed in the 6 months I had the cards and eventually bit the bullet and dumped them. I don't have the same severe set on the Fury card but I still have bugs listed with AMD that are just not going anywhere.
    - Have issues with performance on launch day on quite a lot of titles, it gets fixed up to a month or so later, sometimes never.
    - Have issues in old games sometimes, they will have artifacts or crashes and performance issues. Its about 50/50 in my experience as to whether a 5 year old game will work or not as it should.
    - I have had a white snow issue around Antialiasing with ATOC in Arma 2 and Arma 3 since the A2 was released, it remains a problem today.
     
    Nvidia (2x970 and 2x680)
    - Had the multimonitor black out bug a few months ago for 1 driver. Got fixed on the next driver.
    - On the 2x680's I had a performance bug in Windows on the secondary screen where it would reduce the performance of Windows, it was reduced a lot by Windows 10 but it appeared to be a hardware limitation with the number of pixels rendered, it never got officially acknowledged nor fixed.
    - I mostly get SLI profiles for a game on its day of release. There have been far more this year without good SLI support (but decent day 1 support for a single card).
     
    So my experience is Nvidia has less severe bugs less frequently and they get fixed faster. AMD seems to have worse day 1 support for most games and gets its stride later on in the games lifecycle so long as its popular. The less popular stuff often doesn't get a driver update and my experience is that AMDs baseline performance without tweaks is worse than Nvidia's from what I have seen over many many years with both sets of cards in rigs.

    Well if that's the case then you will be fine.
    There aren't that many titles which require more than 4GB to run at ultra settings.
    And besides, if you do run into a game which is vram hungry just turn down the graphic setting down a bit and it should work well.
