The specific text reads “You agree not to: reverse engineer, decompile, disassemble, display, perform, prepare derivative works based on, or otherwise modify the Software, in whole or in part”. This part of the EULA has been used as a reason for many of the bans that players have been reporting over the last few days.

Many online are reporting that this was a recent change, but the notice at the top lists the last revision to the document as October of 2013. I am just so disgusted with R* at the moment. Sure it's understandle that they want to ban modding for the online experience as it can lead to cheating of the system which they are trying to make money from. But single player? Seriously rockstar what the hell? A large proportion of the installation Base most likely wants to use mods in their single player experience. There must be something that has made them change the EULA, possibly waiting out for when paid mods become a thing(when valve figures it out maybe?). That's the only reasonable thing I can think of and even that is a bad point.

Yeah I did, but mods just in general increase the longevity of a game, if this news is true, if being the key word rockstar have shot themselves in the foot.

You also need to take into account that some people may have had it on other systems and bought it specifically for modding.

Apparently, the single player is good but only really warrants 1 or 2 playthroughs and the majority of people are gonna be spending their time in online which is understandably blocked from modding.

only in some countries is rooting actually illegal, otherwise it's completely legal. Companies themselves prohibit rooting through the use of not allowing bootloader unlocks done by Carriers and shitty OEMs like LG.

Mods are what made GTA IV actually fun, and not a boring game.

I never said it was illegal according to federal law, I just said it's prohibited through phone manufacturers, presumably so that idiots who don't know better about what they're doing don't break their phones and go whining to (company)'s tech support for their making their device slow, work improperly, or bricked completely.

It's kind of a hybrid: they do have centralized servers for the fucking around free roaming mode but all the instanced parts on jobs are P2P I believe.
