GIMP. I also find paint.NET very useful, it's MS Paint with a lot of steroids, it's easy to use and gets you a lot of the basic stuff, but I wouldn't compare it with Photoshop though.

Yep, GIMP. It,s pretty horrid compared to Photoshop and it's performance is arse, but it's the most powerful free tool out there.
