Honestly a stock Intel heatsink would probably cool the chip much better than an upside down heatpipe cooler. Even if it's just an engineering sample, they should've known this cooling solution is going to be gimped so hard by just being placed upside down. It's likely an OEM unit with good performance, but not available to the end user. Tower coolers for GPUs usually are massively overkill solutions. Maybe that's why they added one.
