Screen tearing on second vertical monitor. Please help.

I have a second monitor that is vertical and I use it for discord spotify and youtube. When im watching youtube videos theres always screen tearing in this one spot about 1/3 distance from the bottom of the monitor. Ive tried uninstalling drivers and reinstalling them and it didnt fix it. I dont know where to go from here. I usually dont notice any tearing on my main monitor besides maybe a little bit of tearing when fps is low. 

 

The monitor is 1080p and my main monitor is 1440p. I use dsr factors to make everything on my second monitor the same size as it is on the main to make it work better with dragging windows between them and to make it look better in general. I thought I would add this because I didnt know if it would have anything to do with the tearing. The monitor is also plugged into my gpu with an hdmi cable as the display port on the monitor was broken when I got it in case that also has anything to do with it.

Have you tried a different cable?

 

Does the same happen when not using dsr factors? 

 

Have you tried disabling the Multiplane Overlay MPO?
