-Some standard checklist of items would include making sure your RAM is running in dual channel, you have BAR enabled, your CPU/GPU isn't throttling due to temps, DDU/latest drivers, and looking for the performance cap reason in GPU-z sensors.
 
-I suggest you use a canned benchmark like 3D Mark. After the test finishes, click "Compare results online" and see the average vs your score. If it's vastly different, post a screenshot here and we can go from there.

Let me ask you this, was the drive in the slot right underneath your 3070? Or on the slot on top?

The difference is very tangible. 2133 is very slow. I went from 2666 to 3200 and I stopped noticing a lot of stutters that i did with 2666!

Unfortunately, no monitor uses nearest neighbor scaling, so it doesn't matter that 2160p is a perfect integer multiple of 1080p. Due to bilinear interpolation, 1080p content on a 4K display will look worse than it would on a native 1080p display.

This happened to me today (1070) 2 - 3 times on bf5 after i cranked the graphics to all max and all i did was restart the pc and revert to lower graphics setting using geforce experience and things are fine now. Strange

Solid Build. I approve! But i would personally stay away from the 5700 and get a 2060 based on anecdotal evidence of it being plagued by driver issues+running hot! Im sure they will resolve most issues with updates but still

The first thing that came to mind when you mentioned vsync reduces the problem is overheating. Its possible that having the framerate capped, is reducing GPU load and preventing the Graphics card from turning itself off?
 
Monitor your temps. If the temps are fine, its possible the VRMs are bad! But start with monitoring temps with vsync off and report back to us!

Anthem is a good looking game. If it uses 100% GPU it means the GPU is the bottleneck. For games, you always want the GPU to be the bottleneck and not the CPU. So your computer is working as it should! Dont worry, these things are safe to use at upto 95C and are built to last for years as long as youre not pushing a crazy amount of voltage through the sillicon. 100% load wont kill it as long as your temps and voltages are in the safe zone!

So I am having trouble with my laptop, not being able to watch 4k videos.(i7 4710hq , 960m 4g, 8gb ram). For some reason the thing tries to use the cpu to play the videos.
So I changed the power options on intel properties to high performance, changed nvidia settings to use dedicated nvidia gpu but to no avail. Normally on my desktop i see the video being played on the 1070 (in the task manager under the video decode box) but on the laptop it constantly tries to play it on the cpu and fails miserably.
Even 1080p videos play on the cpu and i can hear all sorts of pops and crackles in the audio and lost frames too.
But games run just fine( fine for a 960m that is).
All drivers are up to date. Laptop plugged into power.
 
PLEASE HELP. I am going to punch a hole in the screen very soon.
 
Edit: Since posting i tried playing Planetside 2(dx11) and i can see the 960m at 80% usage and the intel hd 4600 at about 70 percent usage. Nvidia reporting 50fps but its unplayable due to stuttering! at this point i have no idea what is going on.
 
 

A friend of mine is running the xfx double-d 280x and it hasnt had any issues! i would say ,go for it!

Please tell us your budget. the cpu is good, but you would be better off with the haswel refresh and a z97 board and judging by the cpu you picked, the graphics cards are abysmal. State your primary use case as well.

newer, multithreaded games will function better on the 8350, older single threaded ones will do a little better on the 3330. but given its rather low base frequency(only 3.0ghz) the 8350s performance will mostly be equal to or better than the 3330. on pretty much any video editing/rendering ,the 8350 stomps the 3330.

If your room is well ventilated the 8350 shouldnt be bad at all! I use the msi 970a g46 and its good. put the 8350 on it and clock it at 4.3-4.5 and you are good to go. get a decent cpu cooler, the 212 series should do. get a good gpu , i suggest the r9 290 ...if thats too expensive ...then the 280x/280. they perform really well and are great overclockers. and have plenty of dem VRAM... but because your username ....the 960 should do well too. get the 4gig version though.

My i7 2600 is probably the best investment I've made. Even after 3 years the new cpus in that price range only beat it by about 20% at best. I'm also very satisfied with my philips monitor, it certainly does its job perfectly.

seen a lot of posts asking this! for gods sake , the 9590 isn't better than a 4930k at streaming....not at streaming not at anything! hope this answers all your questions! you get what you pay for!
