From what I understand, people are only billed when the campaign ends, if funding requirements are met.

@Tedster is correct. I've backed campaigns before, so I can verify how it works. You enter your payment details in, and it uses Amazon Payment. Amazon Payment keeps your details on file (without processing any transactions or putting a hold on your account at all) until the campaign ends. Once the campaign ends, if the campaign is successful, Amazon then starts to process all the transactions. If the campaign fails (Which happens when they don't meet the goals), then nothing happens.
