Are the electrical outlets in your home grounded?

Basically, is it like something on the left or right picture?

you're probably just charged with static electricity.

i'd suggest not touching your pc components without an ESD wrist band

Anything i've written between the * and * is not meant to be taken seriously.

keep in mind that helping with problems is hard if you aren't specific and detailed.

i'm also not a professional, (yet) so make sure to personally verify important information as i could be wrong.

Your case/power supply is not grounded. What type of plug are you using/what type of sockets do you have?

i am using an extension board

The plug on that extension cord doesn't look like it has a grounding pin or anything to do with that.

Some people suggest using a wire to connect the case (not the PSU) to a window frame, or something that will provide a path for ground, but I never tried it, so I don't know if it works.

The mains outlet in which you plug that extension must have 3 pins : live, neutral and earthing/ground.

The earthing/ground pin in the mains outlet must actually be connected to something - you can test to see if it is using a multimeter:  set it to AC and high voltage (the setting above your country's mains voltage, if it doesn't auto range) , then one probe goes into the earth pin  (the big long one, if you look at it as a face it's the nose and mouth of the face)  and the other goes in turn in each of the other two holes : you should get 230v or whatever mains voltage is in your country when plugged in one hole (live), and nothing or a few volts when you plug the probe in the other hole (neutral)

It's not clear from the picture if the plug of your extension has 3 pins or just two... it should have 3, if the grounding/earthing is actually connected to anything.

Also note the middle outlets in that extension are not grounded, obviously, as they have only 2 contacts or holes, whatever you want to call them.

It's a very weird extension, you should probably change it with one that has at least 3 grounded sockets

Have you fixed the issue or not ?

If not can you take a few pictures of the following:

Your extensions main plug.

Your wall socket your inserting the plug in.

And of your extension with everything you have connected to it inserted (Note: Don't power up the system - And have the switch on the PSU in the off position 0

Also how old are you? (not to be disrespectful just as a "legal/safety" concern.)

From the initial picture you posted can't tell for sure if it's only a dual connector plug (F+N) or if it's the Italian stile (F+G+N) with the G in the middle.

it is 2 pin in to the wall

And there's the problem. It needs to be 3 pin and the wall socket needs to actually have a ground wire connected that is in turn connected to actual ground.

Secondary question: Does your electrical panel have a differential switch installed ? It should have tripped ..maybe?

30ma minimum.

Note that 100ma provides less protection then 30ma.

Standard in Italy at least is 30ma minimum. 10ma is "better" but not required in most circumstances - depends on the ground resistance in your area.
