this is my current specs and I am looking for the best possible fans to buy for my case, currently, my aio is mounted on top(exhaust) and the front has 3x fans that intake no budget personally that's the reason I wanted a fan tier list so that I can compare all of them see what I can get best

The P28's would be best for airflow and a decent price, if you're looking for noise at a low budget then the P12 five pack is your best bet

Do you mind noise? Is your priority performance? How many fans do you want? Where will you place them?

I can certainly suggest several very powerful ones, if you can live with noise when you're really pushing your PC.

I've been using computers since around 1978, started learning programming in 1980 on Apple IIs, started learning about hardware in 1990, ran a BBS from 1990-95, built my first Windows PC around 2000, taught myself malware removal starting in 2005 (also learned on Bleeping Computer), learned web dev starting in 2017, and I think I can fill a thimble with all that knowledge. 😉 I'm not an expert, which is why I keep investigating the answers that others give to try and improve my knowledge, so feel free to double-check the advice I give.

My phone's auto-correct is named Otto Rong.🤪😂

I don't mind the noise, to be honest, I once owned a gaming laptop which had 2x fans running at 6200rpm constant and it didn't matter to me a lot I want the best possible fans for their performance, I would love to get 4x of them to place 3x intake in front and 1x exhaust on the back side of my chassis

Ok, well, if you don't mind noise, and including some super-powerful fans that produce 60+ dBA, here are some to consider.

If you do not care about noise, and just want max everything, Noctua iPPC 3K.. I stuffed a bunch into a Meshify C, it was ridiculous. But honestly, if you go that route, you might as well just look at 120x38s. They can run quiet, and destroy just about every consumer grade fan out there.

AMD R7 5800X3D | Thermalright Aqua Elite 360, 3x TL-B12, 2x TL-K12
Asus Crosshair VIII Dark Hero | 32GB G.Skill Trident Z @ 3733C14 1.5v
Zotac 4070 Ti Trinity OC @ 3045/1495 | WD SN8501TB, SN850X2TB
Seasonic Vertex GX-1000 | Fractal Torrent Compact, 2x TL-B14, TL-D14X

Those iPPC-3000s do a good job, but there are better.

Not all 38mmm fans run that quietly...Like that Delta I listed at the bottom... 😉  But you've got a point!

They don't have to though. I have a few 120x38 Panaflo 113CFM 2500RPM that can run paired up just fine on a single header. 5v for quiet does a better job than a lot of fans at the same speed. The only reason I am not running them is because I ran them for 16 years lol, they are done. I still have them and they will run, but at 12v some of them developed a speed wobble at 12v.  And then the motor noise.. not sure if I want to go back. I like the quiet of consumer, miss the performance of the industrials.

I think he's referring to the really strong ones, like the Delta I listed, and the Young Yi Snowfan, both of which are so power-hungry that none of my FCs can handle them.

I have 2 120mm and 1 140 mm Noctua IPPC 3000's in now as front intakes connected to a Lamptron FC2 with Phantek HALO LUX's connected to 2 Gelid Amber 5's to control just the rgb and it came out really well. Im using them on the front of 2 EVGA AIO's 240's with 5 EK Furious Vardar 3000 on the backsides with LUX's also. The Noctua have a bit more wind noise to them then the EK at full speed, but both are pretty damn good fans. I have everything from LED Yate Loons high speeds 85cfm's to some Delta 1212's. I also have a box of brand new EK RGB Meltemi's i think but they were only like 2000 rpm and the 12v rgb, so i shelved them and havent tested those though. The higher the speeds the more wooshing noise you get, at some point you end up in the land of diminishing returns between speed, noise and effectiveness. I def wouldnt think of attaching fans like these to mobos either just because of the demands of them and id rather have full control of each section to adjust as i see the needs.....as with the rgb. Im still running a EVGA DARK X299 and my mobo could probably handle it easily, i just dont like them being software controlled. Plus it takes that potential issue generator out of the equation. Anyway, if you need any other info about them let me know.
