both cards, your old 2080 and new 4070Ti have similar power draw. Current PSU shouldn't be a problem but personally I like to keep some headroom and not run PSU at 80%+ loads so if you can then maybe swap for something 750w/800w-ish otherwise I'm sure it'd run fine

Idle is a lil high but still doable given your current cooler.
Temp under load is also fine. I'd keep it under 80 but 85 is fine as well.

Looks to me current cooler is performing just at its limit. You could test this by adding/optimizing Case airflow to max. If temperatures fall then you have some more thermal Headroom to gain from that cooler. Otherwise you need a cooler change for better temps. Current Temperatures Look Fine as they are.

I have 34*C room temp right now. had similar temp values as yours. A Case change netted me -10*C and a cooler change gave me -5 to -7 over that. Currently low 40's/high 30s on idle and high 60s under load.

The variance of the case is likely going to be way less than 1mm, but the variance in the air cooler may not be due to the way heat pipes are made.  The 165mm claim of the cooler may be a “can’t be more than” measurement though in which case there is a decent chance that the particular cooler you buy could be a lot less than 165mm.  I would say the fit will need to be checked and it’s gonna be pretty close, but it probably will work.  If it was a no-name brand that “probably” would be more of a “might” but noctua is a long term brand so unless they’ve changed their manufacturing process or are farming cooler pipe filling to other makers I doubt it will be a problem.

I think a lot of people are completely missing the point of crazy high resolution small displays, vr for example. having 8k across two eyes or even 8k per eye will completely get rid of the screen door effect, even if the resolution is not 8k, if you could drive 4k 120hz vr and upscale 1:4 pixels to 8k you wouldn't get any blurring due to up scaling, not to mention now being able to use a headset as a virtual monitor as text will be just as sharp as it would on a monitor.
