Here is my requirement
1.around 150$
2.light weight
3.Can handle more than 8KG
4,Dont need to be too tall, but around 150cm will be just fine

I love the look of some of the custom loops out there, and would love to do one, but honestly for me with a decent income I just can't validate it as soon as I upgrade (On intel Now, will upgrade to Ryzen) I've pretty much got to sell it all off for 1/3 what I paid, and I'd rather put that money into my next upgrade. The most I'll do is buy a MSI/Corsair SeaHawk, swap the H55 for a H90 and than my GPU is also "Water Cooled" and I've got two H90's in my case looking boss.
 
most of the guys I know who earn around what I each have said they'll never do it again specially on GPU's as the waterblock will only ever fit that card, and they expensive as hell. 
 
The other guys I know who watercool earn same as me but their PC is their life, so they throw way way more into it and don't mind loosing that investment. 
 
Guess it all comes down to you, BUT my main point here is do what is within your budget. for me a AIO was the way and I've been super happy. 
 
For me a custom loop won't be happening as I'd rather stick that money into other hobbies,

I think so, at least it will lower the price of intel. But nothing is for sure. You can change you mobo to z170 and get a ssd will be nice

did not see the ssd, z170 will work for i5 7600k, both of them have a lga 1151 socket

you can build a hackintosh for triple os boot and chose a laptop you want
 
PS: Is all the windows laptop and install a Linux in it?

there  is really no difference on ram,even a 2133 DDR4 will do the job 

okay, first you can try the openvpn it is pretty cheap
1. free vpn are often unstable and have a data limit
2,the file will first go though you vpn than you computer,so both
3,the host of a unsafe vpn can get all you data upload and download to the internet
4, the most client base vpn are connect to you entire computer 

I do not think it will help. I use to have a i5 -2400 and it bottleneck my gtx 1060. I think the only think you can do is change the cpu.

are you okay with used stuff?

when you install the gpu it take the place of 3.5 inch harddrive bay

the ram really do not make a lot of difference,all of them are good brand, so just chose one you like ot the cheapest one will be fine

may be a used i5-2400 and H61 Mobo it will be around 100$

I am on the PC side. However, just want point out that game console have better optimize in gaming and they are design for gaming. I think a 250 $ PC will have less gaming performance in games

the reason movie are at 24fps is okay because each frame of the movie are connected. The game are not. I think 60fps and 30fps are have the huge difference

I just always get game from Russian region. It always help me save 50% and when game on sale I save more

the problem for consoles is the game price. I may save some money when I purchased the consoles but for the future game I will cost more. Consoles do not have steam .for me I buy more than 25 game in a year so it will be cheap for me play the PC
