Most people don't even know of the real definition of loli. It means little girl with no relation to age, a female that is short is considered a loli be it 13 years old or 40 years old. Their are plenty of real people that are of age that fit the loli category.

How do you show a character is young, but over 18? You sometimes can't even tell IRL. Last time I was in the theater I got really confused, the singer/pianist/narrator looked like she was 15, but she had a voice and mannerisms of an adult woman.

Yes, some people have been to jail when a girl, who looks well over 18, gave a fake id and despite that it was ruled that they should have known. This is a real problem.

When it comes to steam, as a platform, dealing with this content, what line do you draw? You can have the rule that they say they're 18 or w/e, but even in the pro loli communities (pretty much anywhere with a large amount of anime fans in once place) where they are clearly dealing with depictions of fictional underage girls they are very divided on where "holy shit that's too young" is. 

What's stopping them from making what is clearly a preschooler and calling them 18? That could do valve SO much damage.

Well technically, high school in Japan is from age 16 to 18. Don't confuse it with high school elsewhere which is generally 12 to 16. So of course the girls will be slightly more developed physically.
And when I was in high school(Canada), there was this 14 year old girl, who easily had double Ds(and all the boys were after her, obviously), so it's not exactly that rare for this to happen IRL either.

Highschool in US is typically 14-18. Either way they are still underage. The problem is why are they focused on girls so young.

I am not saying that it is pedophilia but it does take on the appearance of such and invokes the thought of pedophilia in some people and can encourage the acceptance of such. BUT there are still those that I even know that are 25 and even one in her 30's that look like she is 13 (im serious)
