Stuttering in games and i general

I had this stuttering issues in games and when moving things around screen like dragging windows around and animations seem laggy on my old pc which i sold for that reason ( the issue became evident 2 weeks after building the pc) then i sold said pc. And i build another one but i still have the stuttering issue this time from day 1. The specs of the 2 pc's are listed below. I have verified on both the builds that all the parts were fully functional and both displayed no signs of thermal throttling. If any other details are required i am willing to provide. no background apps running i borrwed i friends monitor still stutters frametime graph is all over the palce btw . Temps are good

Ryzen 7 5700x

gigabyte b550m-k rev 1.1 mobo

deepcool ak400 zero dark cpu cooler

32gb 2 x 16gb ram cl 18 3600mhz

rtx 4060 pny vetero

psu msi mag a650bn

case(not relevent but i thought i would provide) msi mag 112r

 

Part list for pc 2 ( i recently built this one i still have this):

Intel i5 12600kf

asus prime  b660m-a wifi d4 mobo

deepcool ak400 cpu cooler

32gb 2 x 16gb ram cl 16 3200mhz

rtx 3060 gigabyte

psu msi mag a650bn

case(not relevent but i thought i would provide) msi mag 112r

I tried reinstalling gpu drivers. I tried reseting bios settings.

anything from old PC in the new PC?

 

did you try CMOS reset?

What peripherals, anything that might cause issues or requires background software?

 

Did you do a clean install of the OS or did you move the driver over?

Run MemTest86. This looks like memory issue.

OK, then this is weird. If you truly swapped out all the hardware except peripherals and also did a clean OS install, then I'm at a loss. Just to confirm: New SSD and new PSU?

 

Have you installed any software, like razer or Logitech stuff? Anything that the two systems have in common (apart from the stuttering)?

What do you mean looks good? It either passes or it fails. Do at least 8 passes, because the first round of 4 passes everything can be ok, but the next 2-3 rounds can spawn all kinds of errors. I myself fell for that few days ago when after 4 passes it had a pass score, but the next few rounds of 4 passes all showed errors in 2 of the passes.

Yeah ofc i got rid of all parts from old build. No rgb software.

Check your power settings in control panel and make sure the system is not on balanced or power saving, but on High Performance.
