So here's a little backstory:

 

I had posted last night for some help. My graphic drivers were crashing then i updated them and then it crashed one final time like this. multiple people said the graphics card had tied. i was lucky enough to sell some things today and bought a new card. the vga light is still on and i've still not getting anything in my computer..

 

Everything is plugged in right. my computer is on everything is on everything's running my monitor isn't just getting any feedback from y pc. i tried a second monitor and many cables and still nothing.. 

 

What could it be at this point?

reseat your CPU for good measure.

u can try clearing CMOS and reseating/checking any other potential loose connections if you don't feel like reseating CPU first

Dont tighten your CPU cooler and try again, keep it finger tight. See if that helps

ok so here's an update. i reseated the cmos battery. the motherboard lights whwre not i then it went to cpu then it went to vga went off then vga again

VGA is GPU, try reseating it if you haven't already, and check the power cables

all power cables on and plugged in. ik vga is gpu but the cpu light popped up for a second but didn't the first time could be because i reseated the cmos battery

I can't think of much either, did you try the careful CPU reseat like the first comment recommend? if you're careful you should barely alter the thermal paste surface, and if your CPU isn't a furnace, then a bit of paste being inconsistent won't hurt it much if the temp readings are ok

That's normal.

The debug LEDs / Q-LEDs are supposed to cycle through CPU-RAM-GPU-BOOT.

It's checking if each major component is working, and will STAY on the item that's causing POST / Boot problems.

 

The checkboard display on the bottom of the screen... that is NOT a good sign.

That is some sort of GPU artifact - signs of a failing GPU.

i think it's fried my motherboard too tbh.... new gpu and still not working

yeah reseated everything cables compant's ect. still has the vga light i'm guessing because i have a new gpu i think the motherboard has been fried maybe just the pci port probably the whole thing. just makes no sense that it still powers on just isn't putting anyrbint out

There is a possibility that the PCI-E X16 slot may be damaged, too.

You'll have to get a friend or a shop to help check each component (e.g. CPU, RAM, GPU, etc).
