All of them except portability. I need my PC to handle all modern games at over 80FPS at 1440p, I demand good peripherals for competitive gaming (Good optical mouse, mechanical keyboard and 7.1 headset)

From a server guy perspective. AIC's. Typicality revolving around storage. I mean look at this.

That'd be a lot of NVMe storage. Most enthusiast motherboards only come with 1 or 2.

You could buy multiple even.

Pay a premium? CPU. As a foreign student buying a laptop as more of a workstation, a good CPU is the most important. I only need a GPU that doesnt suck, and storage drives can be upgraded manually.

For me, it's the desk. There's nothing worse than a desk without storage space, dedicated positions for speakers, hideaways for USB hubs, and a backplane for a power strip and wire management. 

 

For the PC itself, I'll choose the GPU. An i5 (or an i7) and the highest GPU is usually the only way to achieve more than 60Hz at 5760x1080 or higher resolution in modern games.

I've payed a premium for audio since it's the most versatile. Games, muic, videos. Since the launch of RTX and the judging by the price increase, I'm not willing to pay a premium for graphics in the future. Gonna stick with my 1080 Ti until price/performance ratio gets much better.

Balance, Ive never owned all of the top end components at once in a single build, nor have I had the lowest build around.  Balance based on budget.

depends on the build, sometimes I couldn't give less of a shit about anything but can it hold enough hard drives (e.g. for a NAS) as it has no need for much else, where as sometimes I will care about all of it (e.g. my main PC) where I normally go for power over anything though as I can normally use most of it for either gaming, CAD or other simulation. Or sometimes I just need a PC that can run an OS and browse the web and not much more e.g. PC in the living room where the requirements are does it work and does it look acceptable.

 

so its a flawed question in itself not because it varies between people, because it varies between system depending on it's use.

So, peripherals, stable 60 fps, and stable internet, are on top because these are the things I interact with most directly and that have the largest potential to ruin my enjoyment if they fail.

 

Eye candy provided by strong graphics/processor, tons of storage, super-fast internet, and silent machine, are luxuries that can greatly improve the overall experience, but aren't as important as the quality of life stuff.

Most important part of a set up is comfort.

 

But I'm not willing to pay premiums for anything where I can avoid it. I want my stuff to be worth the money I put in. 

 

The only time I'm fine with paying premiums I shouldn't have to is when there are no other reliable options, or when I just don't have a choice.

Descending order of priority:

 

Power supply > motherboard >>>>>>>>>>>>>> GPU > CPU = SSDs > HDD = Case. That being said I don't cheap out on any parts, so considering this list my PSU and motherboard are usually overkill. 

 

As far as what I want to focus on with a build is concerned I always prioritize airflow and performance over reducing noise. I run a big box fan in my room 24/7/365 because I cannot stand stagnant air and I always have to have air circulation even while I sleep. Fortunately my headphones block out pretty much all the noise. 

 

In terms of peripherals I try to go for the highest quality I can afford, though I never skimp on audio equipment. For my new build I'm currently shopping around for high end audio equipment, a new mic (not that Blue Yeti garbage), and a good audio interface. Once I get these then I'll buy quieter fans for my room or move to a place with actual decent insulation and cheaper electric rates so I can run the A/C more.

I'd say cable management. If you have a balanced build that's what matters most, for thermals and for aesthetics.
