i don't know much about capacitors but the XFX uses Rubycon as primary and the Hydro X uses Nichicon.

3.3V: 0.94%

5V: 1.06%

12V: 0.75%

 

Hydro X 650W:

 

3.3V: 0.6%

5V: 0.6%

12V: 0.83%

 

Both are roughly the same. Plus, there is always a difference in testing equipment, test methodology, and just random chance and differences in performances of the same units.

Yeah, unless there's something really wrong with the HydroX's build quality it probably belongs in Tier 2 (Or TS belongs in Tier 3).

The Hydro X also has a double ball bearing fan. The TS I believe has a single ball bearing fan. Two balls must be better than one, am I right?

The TS is FDB not Ball Bearing

Well I prefer ball to FDB most of the time anyway, since most FDBs aren't actually FDBs. http://www.hardwaresecrets.com/the-truth-about-fluid-dynamic-bearing-fdb-fans/ and no reviewers ever bother checking the actual bearing to see if it's legit or not.

You put the EVGA B3 in Tier 3 but we only have a Jonnyguru review for the 750W unit. The lower wattage B3s use a worse platform with lesser capacitors and are rated at 40C instead of 50C.

I don't believe in placing things in tiers until there is a review of the platform at least. I don't think it should be a guessing game.

So it's the same unit with worse caps and a lower temp limit (Likely due to said caps)...

 

TBH that sounds like it will have barely worse performance than a higher wattage one, the ripple will still be low due to the cable-capacitors so, unless regulation takes a nose dive, there shouldn't be any reason to worry...
