The Japanese have some weird complications regarding the age of consent. It's 13, but only when explicit permission is granted by the parents of both consenting parties, and 'Only within the context of a romantic relationship'. Now, I don't know if these are guidelines or actual rules, and they sound silly to contest in court.

Well, they're still the only developed country with an age of consent below 16 (and far below it at that), and their citizens seem responsible enough to play it safe regardless Frankly, I'm amazed at the lengths they're going to in order to pick up that birth rate and fight population decline, and it still isn't working.

The population needs to decline, if humans stay like we are now ( being wasteful, using unneeded resources ECT ) we are above what the world can handle. Though if everyone becomes 100% in terms of helping the earth and being productive, most of Africa and other countries wouldn't be starving.

It's a simple worldview that doesn't apply to every part of the world. While Japan still has a high population density, you need to understand how employment and age-structure work. 

If I remember my sociology courses, about ages 15-65 serve as the 'working population', and citizens either under 15 or above 65 are the 'dependent' population, as they do not contribute to the workforce of a country. To make it simple, think of it this way- lots of old people who have retired out of choice or out of compulsion, and very few new employees to support the country's economy.

This doesn't mean that each individual employee gets a larger share as a result. This means that there simply aren't enough cogs left in the economy for it to function properly.

Your worldview is applicable when considering an overpopulated country like mine, but it is ultimately simple, as it does not account for Japan's problem.
