The 290 is closer to a 970 and the 960 is closer to a 280

This isn't a comparison of cards in the same class I'm afraid, it really is a no contest - the 960 is a budget gaming card and the R9 290 was for high end builds.

AMD is going to come out with a 300 series GPU in Q2...right?

We're in Q2, if I'm correct. That would mean it would have to be out by the end of June.

All the rumors point to June. And a leaked deal from Lenovo (I think it was them) showed the 300 series being available for some PCs available in mid June.

There is no such thing as "better" without context. You have to specify what criterium you're using first, and then you can determine which is better.

Yes, AMD tends to hype a lot and not deliver. Yet somehow people keep hyping. Wouldn't be suprised if most 300 series are just rebrands.

Yeah, but the 300x is good news for the rest of us because many people will wait to buy a new card until they come out, can be reviewed and prices can stabilize.  This means a slump in existing hardware sales = price drops on the 2** series in the near future, and probably on the nvidia side of things too as they try to hold on to market share.

The OEM 300 series are rebrands with upgrades. Not the new non OEM 300 series.
