    Ok so gave it a couple more goes with the previous advice and got 3 points better.
     
    **BTW, is it normal for cinebench to show that I'm on Windows 8 when I'm actually on 10?

    So ran Cinebench again today, haven't changed a thing and it jumped up 20 cp and has stayed around there through repeated tries.

    Try GPU-z. Valley has issues reading clocks on Pascal based GPUs. Also make sure your settings are applied in afterburner.

    In theory DX12 should perform better and put more work on GPU.
    But there are some reviews, showing that DX12 sometimes perform even worse than DX11.

    GTX 1070 is able to dominate every single game on ultra settings at 60fps (ignore hairwork from witcher 3).
    Your CPU is most likely bottlenecking you.
     
    To verify that, you can use some software to monitor your CPU and GPU usage. You will see that when your fps drop below 60, your CPU usage is 100%.
    Or in some cases abnormall, because not all games can use 8 cores. Also keep an eye on frame time in your monitoring software. The higher the frame time, the crapier is your CPU. 
     
    Any i5 6xxx series would be much better.

    I do not think it will help. I use to have a i5 -2400 and it bottleneck my gtx 1060. I think the only think you can do is change the cpu.

    Trust me I don't hate AMD.
    I wish AMD would do better job and make CPU that can acctually compete against i5 6600k or i7 6700k.
    For users it would be much better because Intel would be forced too either make better chip in the future for same price or just lower price of current chips.
     
    I have some hope for Zen, but untill I see review from Linus/Jayz2cents or anny other great reviewer, I won't comment on it.
    Let's just hope AMD can put some competition against Intel once again.

    But you are aware that SLI scaling doesn't superimpose video memory, right? So even if the game will use 8.3 GB, it doesn't matter how many cards you use, if the 1080 has 8 GB of vram available, that's the total vram you're going to have (only 8, not 16).

    a single 1080 will be plenty. Don't bother with the Titan XP, its way overpriced and with the 1080Ti being rumored to launch in 3-4 months it is definetively no worth buying a Titan XP now.

    According to slides from AMD during the DX12 launch, DX12 sees diminishing returns above 6 cores/threads.
    Mind you, DX11 saw agressively diminishing returns above 3 cores/threads. It is/was a bitch to code for better parrallization then 3 threads.... So its basically a 2x improvement.

    Honestly, I've read the whole thread and some of this stuff that you're saying just isn't making sense to me...but to answer your original question...If you wanted to set the draw distance all the way up to eat up the vram then you would need a Titan X because that is the only Nvidia Geforce card with more than 8GB of vram. 
     
    As others have said though, this is complete overkill for 1080p and it's not needed at all.

    Thanks. It was my first build. I actually had the overclock higher but I didn't really want to go higher than 1.3v on the vcore at the moment. I did get it stable at 4.48GHz but I didn't want to leave the vcore at 1.34. I know that's not that high but it just wasn't what I wanted. 
     
    Now you...you have a strong build...and that's not understatement.

    I gave Broadwell-E a spin myself (6800k and 6950x).  Great chips.  The 6800k would run well at 1.36v/4.6 GHz, but required just over 1.4v to be stable at 4.6 GHz.  Temps were pretty good considering voltage.
     
    No real cache or memory tweaks in this run so the score wasn't the greatest.  Strong chip for sure.
