I rocked the 5820k for a while, then upgraded motherboards and cpus (went from 5820k on an Asus x99 Sabertooth to 6900k on the Rampage V Edition 10). 
 
x99 is still decent, but I get what you're saying about wanting to upgrade. 

Now, I'm justifiably called an Intel fanboy as my main rigs have been Intel going all the way back to my first 'all-new-parts' PC in 2000 with a Celeron 566, but if you're more rational than me, honestly man this new Ryzen 9 3950x (16c/32t) seems to be edging out if not totally destroying everything Intel sells right now - with the one exception being max gaming performance where the 9900ks still holds the crown by roughly 10-15% lead.
 
I'm about to build a new gaming-only rig, so will probably just stick with the 9900ks because all I want it to do is max gaming performance but if you do anything else as well the 3950x seems like the much better option. The Ryzen is MSRP for $750 which is a bit more than the 9900ks's price-gouged 550-600 bucks (MSRP is 514) but you can get a decent AMD motherboard for a lot less than the top Z390 boards that you'd want to pair a 9900k/ks with so overall it's kind of a wash.
 
TLDR; 
My attempt at unbiased advice is to go with the Ryzen 9 3950x if you do anything else outside of gaming and want max overall performance. If you almost exclusively game, or gaming performance is your top priority the 9900ks will not let you down.

I thought as much i fear it may be an rtx 2080ti.. kind of sucks that the price bump is due to a useless feature.

You are on x99 post time take quite a lot longer compared to mainstream z97 for comparison i believe it has something to do with DDR4 and the checks it runs. 

You don't have to do a whole new install but it would be advisable.

they only have 1 GM200 card, so having a use for the chips that dont qualify for titan Xs make a 980ti a posibility

There is a few sellers on ebay that do custom ones so your best bet might be that.

   when i had my s4 it got extremely hot like you are having here just an issue with the phone i think but check that an app is not hogging resources and aiding in the heat.

The memory should be fine i used to run 2133 on my 8350 when i had it and it was no problem it is only a precaution because amd's memory controller is weaksauce
