Cooler shroud is the same, thickness is different. The thickness of the cooler is easy enough to have one or two versiosn of, but since it acceps the fans, plastic shroud on one side and the PCB on the other, then it's all good. Less manufacturing parts  = reduced costs = more profits.

The 3060ti have no reason to be the same length as 3090

 

If you look closely, most 30 series GPU are almost the same length and have two screw holes at the end in the same spot, makes me think Nvidia actually gave them a standard to follow

There are exceptions that are shorter or don't have the holes, but all 4 of mine does.

 

Also, length and width, one made me remove a drive cage that I need, one made it harder to plug in the power connector on 3090

I have a short one that only extends a bit beyond the PCIe slot if you want it.

It's a GTX 750 though.
