While Ryzen might*** offer this desired level of performance, the first Kabby lake cpus would most likely be 7700k and 7600k (4/8 core and 4/4 core)

I didn't realize you already had a 1070.

6900k is about $1000, 6800k is about $400. 

You could get dual 1070s with a 6800k for the same price as a 6900k. That would help with gpu accelerated rendering

Yes, but you could get a second 1070 to make up for the 2/4 cores missing.

I'm not sure if your programs would benefit more from a second gpu or more cores at a slower speed

Maybe. No solid price has been released. For all we know it could be closer to $700.

There's no real advantage to AMD pricing themselves that much lower than Intel.

 I just checked on newegg, and your right! I could get a i7 6850k with a second 1070. But the 6850k would be slower than the 6900k in rendering. My programs are cpu intensive

I mean really, the i7 could be the locked variant on a cheap motherboard.

The case would be expensive (thought Thermaltake made a cheap one but I can't find it), but considering the Xeons are only $120ish each...I mean you could even go with an i5 for the gaming, depending on the games you play.

Alright, so I've narrowed it down to two options:

i7 6850k + 2 gtx 1070's

i7 6900k + 1 gtx 1070

 

My programs are cpu intensive, do the extra 2 cores make a big difference in rendering and 3d work?

The 6850k is only slightly faster than the 6800k and costs $200 more. The real draw is 40 pcie lanes over 28. If you need those lanes, get the 50, but if you don't, save the $200

I'm going to go with the 6850k just for future proofing. Will there be a big difference between the 6850k and the 6900k in cpu intensive rendering and 3d work?

3D rendering, 3d sculpting, 3d modelling, programming, 3d painting, and a lot of gaming. Paired with 1 1070 for the dual xeon and 2 1070's for the 6850k. I will be using Zbrush, Modo, and Substance Painter. Not to mention my games. Gaming is important to me, so if the 12 cores are a BIG issue, let me know

Tell us which Xeons specifically!

 

For gaming, of course I'd suggest the 6850k build because of the dual graphics cards and also the probable higher per-core clockspeed, and the fact it's overclockable.

You might get better compute performance out of the Xeons, but that depends on how old they are and what clockspeeds they run at.
