That's only putting the system back in its previous config before the change. It's not really making the PC better in any way compared to the current config.

He meant that you would get used to the slower speed, then you would feel the glorious extra ram so in a way it is faster mentally. Not physically though

scrape dust out, optimize fan profiles, clean up your hard drives, optimize your OS of choice (except mac, optimizing OSX is a lost cause), etc.

 

hell, even a new desktop theme may make your pc feel new.

 

oh, and a little known fact: lots of garbage on your desktop (talking gigabytes here, not shortcuts) can slow down your pc sgnificantly in some cases.
