No but simply turning off your device doesn't mean that the NSA doesn't have access to your data.

I think that if the NSA spy on anyone who isn't American is breaking some international laws

 

Like every other government on the planet, well just add it to the long list of dodgy, illegal, underhanded things our governments do.
