I7 7700 with rtx 2070 super

ok so i i have an i7 7700 with an rtx 2070 super and i know my cpu overheats (bad cooler) it reaches a 90c and drops clock from 4 ghz to 800 mhz for 1 sec and that makes a very fast drop to 10 fps every 20 sec and its 94% usage when the gpu is 60% (1440p) my question is do i just get a good cooler so it can boost to its max 4.2 ghz and not drop or do i replace the cpu i checked there is nothing else that can be doing this my cooler sucks and if anyone wants to know what it is here https://www.arctic.ac/worldwide_en/a11.html

so yea its basically an intel stock cooler from another brand it sucks and i know it i did not choose it i was stupid back when i bought the pc

Get something like an Arctic esports cooler or a hyper212 or an nhu12s to cool it 

PC: Motherboard: ASUS B550M TUF-Plus, CPU: Ryzen 3 3100, CPU Cooler: Arctic Freezer 34, GPU: GIGABYTE WindForce GTX1650S, RAM: HyperX Fury RGB 2x8GB 3200 CL16, Case, CoolerMaster MB311L ARGB, Boot Drive: 250GB MX500, Game Drive: WD Blue 1TB 7200RPM HDD.

 

Peripherals: GK61 (Optical Gateron Red) with Mistel White/Orange keycaps, Logitech G102 (Purple), BitWit Ensemble Grey Deskpad. 

 

Audio: Logitech G432, Moondrop Starfield, Mic: Razer Siren Mini (White).

 

Phone: Pixel 3a (Purple-ish).

I would not buy a new cooler. You could try delid with liquid metal. It helped my 7700k quite a bit. That is if you want to hold on the system a bit longer. You could also try undervolt for a few degree less. 
 

If you have the money, donˋt want to wait and donˋt want the above hustle then upgrade.

You can buy one of the Intel stock coolers that has copper inside it from eBay

Currently running this with an i7-7700, no thermal throttling. The all aluminum cooler that came with the 7700 is much worse than the copper slug version.

I WILL find your ITX build thread, and I WILL recommend the SIlverstone Sugo SG13B

So, the old Intel stock coolers almost all had copper inside (some i3 models shipped with all aluminum)

 

Then Intel transitioned to an all aluminum heat sink design, thermal throttling on the i7s and all. They embarrassingly even shipped with the i7-8700, but it wasn't even enough for the 7700.

 

Now, they have added it back with their newer cooler design, the i7-10700 and i7-10900 (presumably the F sku of these as well) comes with a copper slug equipped cooler. The version without the slug was also given a cosmetic update, but we have yet to see if they improved the thermals in some other way.

I was thinking getting an overkill cooler like a dh-15 and then i can use it on the next cpu i buy

Oh I thought the refresh was literally just a stock cooler painted black and that's it lol

But delliding  isn’t going to fix the problem if he doesn’t have a sufficient cooler in the first place.

I've got the same setup, as you 7700k and 2070 super

 

Mine is delidded with liquid metal.

 

I would recommend getting a good Cooler like the Hyper 212

 

if you can delid but thats only if your comfortable with doing it
