My Thoughts:
Normally Puerto Rico exports fish, specifically tuna, but it looks like they've decided to import some phish instead. Regardless, big oof for Puerto Rico, as far as I'm aware, it's pretty uncommon for a government itself to be phished.

Say that to a Puerto Rican.  Semantics, they are still running this territory and falling for phishing.  These are their leaders.
