Can't do links because of weird Internet issues but here is what you want to go with for absolute best value & performance.

R7 1700

The 1700 ocs very close to the 1700x/1800x meaning you save 200 bucks for the same performance.  R7 cpus are also currently the best in the world for streaming (within reason)

Decent X370 or B350 motherboard

(I recommend asrock taichi)

GTX 1080 ti

Just about any model will do but I'd get one like the AMP! extreme, strix or FTW3

RAM

A 2 stick kit with a 3200mhz clock speed and Cas 14 is your best option.

Want to custom loop?  Ask me more if you are curious

I thought this would be "My whole billionaire family passed away, I have $20 billion to spend on a PC"

It'd actually be more work to try and find a way to make a PC cost that much than it would be to just buy a normal PC. I suppose you could get it sealed with some non-conductive material and then coated with Platinum.
