    It's pretty common in this space, at least for NVIDIA. People have become complacent with the naming schemes with the mobile GPUs though. It's obviously a marketing ploy. Although, it should be noted that low to midrange Laptop GPUs do perform more similarly to their desktop counterparts. 
     
     
    Well this 4090 Laptop GPU is only about 10% slower on average than a 4070 Ti Desktop. It trades blows depending on the game and resolution. This is probably why it was compared to a 3090 and not a 3090 Ti. Where depending on the resolution a 4070 Ti is either a 3090 or 3090 Ti equivalent. 
     
    Therefore, unless the 4070 is only 10% slower than the 4070 Ti; comparing it to a 4070 Ti makes more sense. The 4060 Ti will most likely only be as fast as a 3080, and the 4070 as fast as a 3080 Ti; if we are to use previous GPUs as an example (and some recent leaks/rumors). This already performs like a 3090. So, between a 4070 and 4070 Ti is more accurate. 
     
     
    Yeah, it even can be up to 3090 Ti/4070 Ti levels at times. If you watched the video, Hardware Unboxed is planning on comparing this 4090 Laptop GPU to various desktop GPUs. They plan on making a video on it soon. Therefore, we will get a better idea of what desktop GPUs it's similar to. However, it only seems to be 10-15% slower on average than the 4070 Ti (depending on the game and resolution). Thus, saying its relative performance is around a 3090/3090 Ti is not a bad reference.
     
     
    What they are implying is, depending on the game at 4K resolution will depend on whether or not it performs well at 4K. Hence, "at times". They aren't implying it won't be great at 4K, just that in some games it performs better than others (at 4K). This might be considered poorly chosen words, depending on who you are.

    Seems like you're in hibernation mode. Try disable that.
     
    Open CMD as admin and run command
    powercfg /hibernate off
     
    Retry.

    in command prompt as administrator 
     
     
    on windows 10 it wont be so easy, but type the above command first to see what it is *currently* (hint: there will be likely more than 1 culprit but the command just shows the last, you'll most likely need to eliminate them 1 by 1)
     
     
     
     
    i had this exact problem (likely) its one of windows long standing,  known "bugs" , but we'll have to see what it is that its actually waking up, no need for hardware checks atm imo.

    I know but if you didn't try checkdisk before the others... you may wanna give that a shot first and then do the rest again if check disk did anything. You can do a simple scan with checkdisk and see if it can fix something. If not it looks like reinstall time to me, sorry. If the PC have been shut down without the proper procedure then it's likely there are issues checkdisk can fix.
     
    You can try (after backup) but I doubt it will help. I think Windows install media repair only repairs boot issues but I may remember it wrong. Haven't used it in maybe 5-10 years.

    That calculator (and many similar others) was made by ignorant people who do not understand a thing about CPU<->GPU bottlenecks and bottlenecking.
    Made just to attract traffic to the site and get them some revenue (cash from advertisement).

    There are so many factors that go into memory overclocking, and with this little information the range of potential answers is from 3466 CL18 to 5000 CL20. Do you just want to enable XMP, since unless you've got a mediocre 12th gen non-K CPU that should work. Do you actually want to go for a manual RAM overclock? That would involve knowing what memory IC is present on those DIMMs as well as what CPU you've got, since since ICs you can find in 3600 CL18 speed bins can do 3600 CL18 when fully maxed out, and some can (if you're lucky) do over 5000MT/s with loose enough timings and enough voltage. Whether or not you want to go that high is a different story, since most setups actually have the best performance in Gear 1, which depending on how good of a CPU you've got could top out anywhere from 3800MT/s to something like 4533MT/s at the very top end. 
     
    If you want to do a manual overclock, that's fine, we can help with that, but at the same time if you're this unsure about everything a manual memory overclock probably isn't your best use of time. Manual memory overclocking is the final boss of the overclocking world, it takes a ton of time, effort, and some luck to get worthwhile results, I've spent days trying to get certain memory settings to work and be stable, and even from the people who are good at it that's not out of the ordinary. Basically, if you like using your computer as a computer and not as something to tinker with, you might want to just enable XMP and call it a day.

    At 4k? Not that much.
     
    Lower resolutions? Yeah, but what can you do? Keep using it until you get your new parts, it's not like the GPU is going to die because of it.

    Yeah of course. You gotto understand basic things like what CPU multi is, why you can't boot if you increase it, why you get bluescreen and how to use voltage and LLC to combat instability. I've personally never done any hardware modding like volt modding a video card.
     
    Totally. I've seen many threads along the lines of "I overclocked X system and now wont turn on" lol but then they go to places like here or OCN while that was alive and get told to clear CMOS and how and they learned. Ryzen CPU isn't the best to learn from though. They don't OC much it seems. There probably are guides though but silicone is not created equal so apart from basic knowledge I don't think there is much to learn from them.

    Without XMP it will run at JDEC speed as default ...can't remember which speed but if you enable XMP it should run 5200, yes. You can also tweak settings manually.

    What they want us to do, which is supported by politicians due to lobbyism is to make us pay for a product and pay again and again etc. It's just a matter of how to make us pay as many times as possible.

    OMG, you guys are right! it is discord 100%. When I close discord the 250MHz comes back. Thank you so much, I thought I'd messed up my card because it coincided with the work that I did on it. Phew!
