Settings app is not opening for one user

When I log in with my Microsoft account the Settings app opens but with another Microsoft account doesn't open anywhere (Win+I, All Setting in action bar, control Panel).

I did these stages non of them fix the problem.

1.      Type CMD Line (as Admin).

·        dism /online /cleanup-image /restorehealth

·        sfc /scannow

·        In PowerShell:
Get-AppXPackage -AllUsers |Where-Object {$_.InstallLocation -like "*SystemApps*"} | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"}

 

2.      Regedit-> HKCU> software> Microsof> Windows> Currentversion> Policies> Explore> new(Dword32bit) name: NoControlPanel value:0

 

3.      GP -> Edit group policy -> Admin Templates -> ControlPanel-> Prohabit access to control panel and PC settings -> in comment copy Prohabit access to control panel and PC settings and select Not Configured

 

4.      Control Panel -> Troubleshooting -> view all -> click on Windows Store Apps

settings are they not limited to the user regarded as the Admin?

 

after all you do not want your younger brother Timmy messing up all your settings even if he has been given access to your PC to play the latest and greatest games.

Might be a corrupted user profile. You can try this if you want.

 

Backup user files and remove problematic user account.

Make a new local account.

Sign in to Microsoft using the new local account.

Fixed?

I am an admin Office 365. This account was created 3 years ago and I want to setup a new laptop for her. Settings is not working with her account but when I sign into windows with my account setting opens. Her Microsoft account is as admin.
