Will a ryzen 3600 bottleneck a rtx 4080

I'm only doing this temporarily until all my watercooling parts get in for new pc

At 4k? Not that much.

 

Lower resolutions? Yeah, but what can you do? Keep using it until you get your new parts, it's not like the GPU is going to die because of it.

At 4K max settings in graphically intensive, non-CPU intensive single player games like Control, Metro Exodus, Assassin's Creed, or Dying Light? No, it's not a bottleneck at all.

 

At 1080p low settings for CPU demanding FPS games like CS:GO, RS, CoD:WZ, or BF2042? You'll be completely constrained by your CPU and might as well be running a 3060.

 

It all depends, but as a stop-gap CPU while waiting on parts, you could do a lot worse than the 3600.

Yes, depends on game. A Rzyen 3600 will bottleneck even an RTX 3070 in WoW for example. Sometimes.

There were quite a few titles that saw 5-10% even at 4k on my 4090 going from a 5900x to a 7950x.  The majority is less than 5% and doesn't really matter because I cap at 118fps.
